Uzbekistan’s transport prosecution service prevented 544.2 billion soums in excess spending on construction and repair projects during the first nine months of 2026, while opening 97 criminal cases over serious violations in the sector, a senior official at the agency has announced.
Hulkar Mansurova, chief assistant to the Transport Prosecutor for public relations and legal information, said the agency’s construction headquarters reviewed the project-estimate documentation for 37 facilities included in state programmes and scheduled for construction or repair work this year. That scrutiny stopped the 544.2 billion soums from being spent above approved budgets before contracts were signed or funds disbursed.
Community Road Budget Under the Microscope
A separate stream of savings came from oversight of the Tashabbus Byudjeti — the Participatory Budget programme — in its first 2026 season. Of 945 projects declared winners under that programme, 1.494 trillion soums from the state budget was allocated to build and repair 2,501 kilometres of local roads. Construction has been completed and handed over at 821 of those sites; work continues at the remaining 124.
Monitoring of the participatory-budget projects yielded an additional 61.567 billion soums in prevented overruns. For 52 facilities that have not yet been commissioned, client organisations have filed court claims seeking 5.9 billion soums in penalties from contractors.
Criminal Cases, Fines and Recovered Damages
Across the reporting period, prosecutors applied 3,350 supervisory instruments. The 97 criminal cases opened relate to what the agency described as serious violations. Recorded crimes in the transport prosecution’s jurisdiction fell 15 percent compared with the same period last year, and 62.711 billion soums in damages caused by those crimes was recovered.
Railway safety inspections produced 23,517 administrative-offence reports and fines exceeding 1.661 billion soums. Prosecutorial supervision led to disciplinary proceedings against 655 individuals and administrative liability for a further 643. The rights of 1,067 citizens and 62 legal entities were restored.
On the investment side, 743.5 million dollars in foreign investment was absorbed within transport-sector investment projects during the nine months, reaching 106 percent of the planned target. Road infrastructure work specifically saw nine projects deliver the reconstruction of 110 kilometres of roads, with 214.3 million dollars of work completed — 101 percent of plan.
