From 1 March 2027, any unjustified additions or alterations to approved project documentation for budget-funded construction sites under targeted state programmes will be prohibited in Uzbekistan. The rule follows a government resolution — No. 584, signed on 21 October 2026 — that also sets out new procedures for calculating the cost of design and survey work.
Under the decree, a positive expert assessment and formal approval by an internal order of the client service are the threshold after which project documents become locked. Changes beyond that point must be justified; unsupported revisions are barred outright. If the approved project cost then diverges from the initial figure used to select the design organisation by a factor of more than 1.5 in either direction, the cost of the design and survey work must be recalculated.
Transparency Platform and Digital Mandates
The resolution makes the Shaffof Qurilish (Transparent Construction) national information system the mandatory gateway for project documentation. Completed design and estimate documents are to be submitted through the platform and automatically forwarded for expert review within one working day. Design briefs must be prepared in digital format and certified with an electronic digital signature.
Digitisation of design briefs will be phased in by facility type: schools and pre-school education buildings must comply by 1 December 2026; healthcare facilities by 1 September 2027; and all other categories by 1 June 2028.
Standard and repeatedly used designs for budget-funded facilities will be uploaded to the Shaffof Qurilish system. Construction of such facilities is to proceed by adapting those approved standard designs to site-specific conditions, with engineering and utility networks treated as an exception to that requirement.
Advance Payments and Author Supervision Costs
Design organisations working under contracts to prepare project and estimate documentation are entitled to a single advance payment of 30 percent of the contract value. Author supervision costs — covering the design organisation’s oversight role during construction — must be stated as a separate line in the contract and are set at 10 percent of the cost of preparing the project and estimate documentation.
The resolution enters into force three months after its official publication date.
