Fergana
The State Assets Management Agency has confirmed the cancellation of oil-field licenses held by Sanoat Energetika Guruhi and the termination of the $100 million Fergana Oil Refinery sale, as the company’s financial collapse leaves nearly 39,000 workers owed $131 million in wages.
Deputy Prime Minister Jamshid Khojayev and Russian First Deputy Prime Minister Denis Manturov led talks in Fergana that produced plans for 17 joint industrial projects worth $350 million, a major Wildberries logistics complex near Tashkent, and a bilateral science and technology strategy stretching to 2040.
President Shavkat Mirziyoyev has announced a National General Plan for the energy sector through 2050, shifting away from a model that let investors choose project locations and toward centrally planned, competitively tendered capacity with pre-defined grid connections — with the first tender covering 2.2 GW of solar and wind power due shortly.
