Azerbaijani President Ilham Aliyev did not attend the Organization of Turkic States summit held in Ankara on October 30, 2026, despite an invitation from Turkish President Recep Tayyip Erdoğan.

Azerbaijan was instead represented by Foreign Minister Jeyhun Bayramov, while leaders from Uzbekistan, Kazakhstan, Kyrgyzstan and other participating countries gathered to discuss regional cooperation.

Azerbaijani media attributed Aliyev’s absence to previously scheduled commitments, including an awards ceremony in Baku.

However, the decision has attracted attention amid recent tensions between Ankara and Baku over Azerbaijan’s school dress regulations and broader regional differences.

The absence has prompted questions about whether it was simply a scheduling decision or a reflection of diplomatic disagreements between the two allies. Aliyev’s underlying motivation has not been independently established.

Watch the video for an overview of the summit and the questions surrounding the Azerbaijani president’s absence.
