Building managers across Uzbekistan will be legally required to arrange technical maintenance for every lift in their charge at least once a month, under regulations approved by Government Resolution No. 588, signed on 22 October 2026 and entering force on 1 January 2027.

The rules, set out in the Regulations on Lift Operation and Maintenance, channel virtually every administrative step — registration, the conclusion and termination of maintenance contracts, and the submission and storage of maintenance records — through a single interagency electronic platform named Havfsiz Lift, meaning Safe Lift in Uzbek.

Registration and certification

Lifts will be registered free of charge by the authorised body. Where an initial technical inspection returns a positive result, registration must be completed within two working days, after which the applicant receives a certificate carrying a QR code. That code, together with a standard identification number and the names, addresses and contact details of both the building manager and the maintenance company, must be displayed in a clearly visible location inside each lift cabin.

Registration in the official register of lift maintenance organisations will also be free of charge and processed through an online notification, lowering the administrative barrier for companies seeking to enter the sector.

What is banned inside a lift

The regulations introduce a specific list of prohibited uses. Construction materials and construction waste may not be transported in passenger lifts regardless of their load capacity. Items that exceed the lift’s physical dimensions are likewise barred, as are explosive, flammable, radioactive and highly toxic substances. The use of lifts or spare parts that have not been procured and installed through the Havfsiz Lift electronic platform is also prohibited, a provision that ties the supply chain directly to the oversight system.

Warranties and repair timelines

Installers are required to provide a warranty of at least three years for every lift they commission. During that warranty period, any repairs or replacement of parts must be completed within no more than 15 days.

The regulations also address the financial relationship between maintenance companies and building managers during periods when a lift is taken out of service. If a lift is marked with a red information notice prohibiting its operation, maintenance must not be carried out, and the maintenance company may not charge the building manager a monthly fee for that period.

The resolution comes as Uzbekistan has been broadening its use of digital platforms to consolidate regulatory oversight across multiple sectors, with the Havfsiz Lift system representing an extension of that approach to building infrastructure safety.
